Is it required (by any code) to install cat5 cable in a conduit if you are running power through it? POE..... anyone have any idea?

POE is SELV.
No conduit is required.

What does SELV mean? Im guessing "SOMETHING" "SOMETHING" "LOW VOLTAGE"??

To put it to the basics:
SELV Power is lower than 50V AC / 120 V DC by design. It is kept separatly from any other power supply
SELV Power is not grounded. Based on the low voltage and being not grounded SELV Power supply is safe for touching blank wirings without causing any harm to human beings (in farming equipment the IEC has different rules)

Along these same lines are any permits or certifications needed to install a network camera at a business using POE?

You may need to be licensed, however usually you do not need a permit to run cat5.

Do contractors need to be licensed in fl?

Well then if someone is paying you to install this, yes, you need one.
Be aware of this, I have only heard horror stories of people being caught w/o their licenses, upwords of 20G's in fines and jail time for some.
