I can successfully run the installation program and the camera gets an IP address, I can also ping the camera, and configure it to use different IP addresses.
However, whenever I click "Link to camera", IE reports a 400 error. I have downloaded the latest firmware from Vivotek and tried the updated installation software to no avail.
I have also set the IE security options as specified in the docs. I never get prompted to install the snap-in. I checked in IE and it is NOT installed.
any ideas?

I have the same issue.
just IE7 is an issue.
I've logged a ticket with vivotek and will paste any replies I get from them here.

We had this problem in the field last week oddly, but it was computer Specific. For some reason IE7 opens differently then earlier versions now. It is very buggy when opening new URLs directly, it will not permit interaction untill all toolbars have been loaded.

I got an email back from them which did resolve the problem . fine if you don't use silverlight I guess !
This is Peggy from VIVOTEK Inc.. I am in charge of technical support for
VIVOTEK products.
Is the message “HTTP 400 error”?
Did you install “Silverlight” when you installed IE7?
Please remove “Silverlight” and try again.

Final Update here as to whether any updates are planned for this camera.
Dear Stuart,
It is a limitation of PT3117.
I am sorry that there is not an update of PT7137 to work with silverlight.
