Looking for a NVR around 1+ TB storage capability around 16 channel and rack mountable. looking for the best. thanks for advice....

Define "the best"
If I had to put together a system I consider "best"
16x Panasonic NP1004 ($1500 each)
With the Immervision Lens ($1000) each
16x Aimetis Enterprise ($16,000)
Dell Blade Server w/storage blade ($5500)
But your looking around $65,000 for the setup...

If you looking for the best I would look into www.avigilon.com. You would need to use their cameras with their NVR software but they have 16 Megapixel cameras. The 16 Mega cameras are not cheap but you did say "the best".
If you already have the cameras then I will also recommend Aimetis Enterprise for software. I would also use Dell servers but I would use Pivot3 for storage.[/url]

I would not consider "Pentium 4" to be the best.
