Looking for MPEG-2 or H.264 capable IP Cam

Hello together,

I'm currently desperately searching for an IP cam (with or without PTZ
functionality) that has the following characteristics:

- Encodes the video into MPEG-2 or H.264 (100% compliant streams!!!)
- Delivers the video over raw UDP (RTP/RTCP would also be okay)
- Is manageable via web interface
- Ideally supports PoE
- Outdoor
- DOES NOT REQUIRE PROPRIETARY SOFTWARE FOR OPERATION
