I want to create a PTZ webcam to integrate into my website. I want to be able to stream the video from the camera to my remote webserver and broadcast the video from there (I do not want the web users accessing the camera directly). In fact, I plan to block all IP addresses from viewing the camera except my webserver address.

Other requirements:
1) The camera must be an outdoor version (preferably with POE)
2) I want it to be a PTZ camera with at least a 10x, but preferably higher zoom
3) I don't want to force my users to use a Microsoft OS or browser - there must be a non-activeX capability like Java.
4) I want to display a list of pre-defined camera positions and zooms so users can control the camera from the webserver. If I can provide full camera control, then that would be even better.
5) I'd like the package to cost less than $1k.

Does anyone have any suggestions for how to do this and what hardware/software would be the best?
