Recommended software for church application with up to 15

I currently have 4 older Axis cameras and want to expand to 10 to 15 cameras. I need licenses for up to 5 users to view cameras with 1 primary admin user. I would like to mix camera manufacturers and I want a product that doesn't obsolete itself as soon as you purchase it. Most cameras will be indoors but there might be a couple of outdoor cameras. Some will be hard wired cat 5 with poe while others may be wireless. My Axis cameras are not supported with their current software so I am looking for recommendations on new software for my application with the software costing less than $2000.
