I have the need to allow extremely limited access to IP cameras on a single computer. These are the conditions of the install:

1. All cameras (about 5) are all on a local LAN and are all hard wired. They will only be viewed from a computer on the same LAN. It is a closed network with no internet connectivity.

2. The UI has to be secure. No menus, pull-downs or hotkeys which would allow an end-user to change settings, layout or access camera controls.

3. UI cannot be a web browser.

4. No recording, PTZ or capture of any kind is required. All this functionality is being controlled by a server. This workstation is simply required to be able to view real-time camera feeds and switch between cameras.

5. Ideally, the UI will show 5 smaller thumbnail views and a single large view which can be changed by clicking on a desired thumbnail. The only user-interaction with the UI should be restricted to changing the main view by choosing a thumbnail.

I know these are some pretty restrictive controls but are necessary in the environment. If anybody has any ideas I would appreciate suggestions.

I can only think of one: SeeTec ProBox+Just Watch client

It is possible to lock UI for users and password-protect client app from closing.

You can ask them for a fully functional 30-day demo, except it is Enterprise version (more functionality than ProBox) with Master client instead of Just Watch client. The Master client can also be configured to fullfill most of your requirements.

The server side is a service which runs in background - can be same machine or different.
