4xEM IPCAMW50 snapshot resolution?

I just got a 4xEM IPCAMW50 and am generally pleased with the camera. However it seems that no matter how I configure the video settings the snapshot resolution is 352 X 240.

The NTSC resolutions are twice this (704 X 480 at low frame rates), so why the low snapshot resolution? Have I just not found the correct configuration or am I not understanding the specs?
