Hi
I have a DLINK IP-Cam, connected to the internet (with NO real IP);
I need to configure it to send pics to a web-hosting server so i can use the pics sent in a webpage.

does anyone knows how to do that?

You can use a dynamic dns service like www.dyndns.org for free.

Or you can pay a month fee from a webhost like namecheap.com, I found their service to be reliable and among the most affordable.
Then your camera can use 'ftp' to transmit the pictures to the host.

Most cheap cameras don't allow you to FTP with a fixed name to a website. Many will let you FTP images with variable names but that makes it difficult at best unless you can process that name in a shell script on your web host account.

I use an AXIS M1011-W, about the least expensive camera I found that lets you ftp and image to a website with a fixed name on a fixed schedule (like Mon-Fri, once an hour from 8AM to 5PM).
