My PoE switches are 'green' , they sense current draw and cable lengths to save electricity. These waves in the recording seem to be when the camera starts recording via motion detection after not recording. My newest one a D-Link DES-1210-28P switch might have the port half asleep and then when the camera starts sending a signal it might be figuring out how many watts are needed. So maybe there is a power fluctuation which causes the wavyiness.
My older PoE+ switch a TPE-TG44g might have been quicker to respond.
