I was hoping someone on this forum can answer my question. I was curious what kind of notification features Milestone XProtect Enterprise offers. Can it send email and SMS messages?

It can send Email and SMS notifications when an event has occured. Try out the free version of their software, it offers that feature.

The SMS functionality is built specifically for the European system. As far as I know it will not work for US SMS services

If you can find a carrier here in the states that support a Siemens TC-35 GSM modem then you should be able to use sms. The other options are email to the cell phone or perhaps a script that accepts the email alert then contacts the carrier's online (web) sms (vtext.com for example) page and sends the message.
