do you know any software or web based service that provides phone alarming?
The surveillance programs can send tcp messages through internet and I think itīs quite simple. Is there any experienced one in this area?
a voipbuster based sip application would be great for this purpose.

Mobotix cameras have a full SIP client built in and can call you directly if connected to an ISDN line.
Milestone Systems XProtect can interface with a GSM modem for text alerts with clips/images
There are a number of web based providers that will do an email - SMS forwarding service so given the majority of IP cameras can send email alerts you should be pretty well covered

do you know some of these sms - mail forwarding websites?
or do you know any comfortable non-web-based mail servers. I tried with gmail and it does not work.

Many phone service providers offer an email to SMS gateway, so you got your own email adress which forwards emails as SMS.
best is you give your service hotline a call.
