DLink DCS-3220, DCS-5300 Custom Web Page Streaming

I would like to first start out by saying I am a fan of DLink IP surveillance equipment for sure. I don't really like their "Technical Support" department when I'm able to teach them things about their own cameras, but still a fan nonetheless.
I have two goals I would like to meet on a couple of my systems. I've implemented 6 DLink systems with 45 Cameras total and have only used the IP Surveillance software. I haven't even messed with DView yet.
I need to (without writing my own script and have windows' task scheduler run it) see if DView Cam has a built in functionality that runs the built in Auto Patrol function regularly without manually initiating it.
Secondly, I need to know the best way of streaming the video from a particular camera to 100+ viewers. I know the built in web servers themselves have a cap of 16 simultaneous viewers, but I would like to basically rebroadcast the camera footage using a computer (basically a pc I delegated as the DVR) to all other requests.
