Low Bandwidth IP Camera, H264 Compression or Snapshot only

Dear all,

Do you have suggestion for application of wireless ip camera with long range coverage locations?
We have solution for wireless access (not 2,4GHz wifi, because our authorithies didn't approve for this kind implementation) but in very low speed, < 30kbps.

So we try to implement this physical protection/security using very low bandwidth consuming camera or we just use Still image that transmitted by camera when there is alarm/motion detected.

Can you all recommend brand/product with Outdoor feature,day/night, and H264 compression IP Camera?
Or do you know what IP Camera product that can be configures to only transmit still image without video?

Try looking into the wireless outdoor camera systems we use at our company. They have extremely good range and can be enhanced more by changing antennas. And if you use the Hikvision camera with the MPEG4 compression. it doesn't take up much bandwidth. We are even able to use the wireless camera systems in WDS mode to add to our coverage area without using up all the bandwidth. This way we can daisy-chain a couple of the cameras around buldings or other obsticals when the signal can't get thru them.
