Hy
I have one camera (D-Link DCS-950).
Now I am looking for a simple, cheap software, who is only doing:
Recording in a network folder,
but only if something is happening.
(For example, when a person is crossing the screen)
Which software do you suggest?

checkout blue iris. Your camera is supported there. the 20 camera version is abut 50 US$, but there is also a one camera version available.
You can ceck out the software for 15 days. Download from www.blueirissoftware.com

Better software for IP Camera monitoring is WebCam Monitor. It is much simpler to setup and use. You can view the website at http://www.deskshare.com/wcm.aspx. It is a much better program than all the other packages I could find, and I tried all of them.
